Located in Mount Hyjal. Millagazor can only be summoned on days when Matoclaw gives you the daily quest Wings Aflame. You will need to have progressed the Mount Hyjal storyline before this becomes available. Once you have the quest, use the provided Quill of the Bird-Queen at the fiery portal in The Regrowth to summon Millagazor.
