This bird is only present when a Dreamsurge portal is active, which occurs every 30 minutes in the zone that is currently hosting a Dreamsurge event. Your Dragon Isles continent map displays a blue-green icon over the current Dreamsurge zone. Hovering your mouse over the same icon on the specific zone map will show you the time before the next portal. When it's up, the location of the portal is marked on the zone map by a flame icon.
